October 5, 2006
The Board of Glacier County Commissioners met at their
regular meeting at 8:00 A.M. on Thursday, October 5, 2006.
Commissioners Ray Salois and John Ray were present. Commissioner
Michael DesRosier was absent for personal reasons. Chairman
Ray Salois called the meeting to order. Clerk and Recorder
Sylvia Berkram recorded the proceedings.
The Commissioners met with Road Supervisor Bill Bandel
regarding road matters. Bill reported he did meet about
the water on the reservation and paying for permits. Bill
filled out a permit and understands the County will not
have to pay the fee. Bill reported he will be on vacation
for two weeks beginning tomorrow.
The Commissioners approved Resolution 2006-32 for the
new Bioterrorism Grant budget for Fiscal Year 2007. Commissioner
Ray moved to approve the resolution. Commissioner Salois
seconded the motion that passed by Board vote. The resolution
reads as follows:
GLACIER COUNTY RESOLUTION
RESOLUTION 2006-32
WHEREAS Glacier County has received an award of the
Montana’s Public Health Preparedness and Response
to Bioterrorism and Other Public Health Threats and Emergencies
Grants Program funds in the sum of $59,007.00 through
the Montana Department of Public Health and Human Services
(DPHHS), State of Montana for the purpose of upgrade and
to enhance local public health capacity to respond to
emergency situations, through planning, assessment, and
development of critical capacities in the areas of epidemiology
and surveillance, information technology, communication,
training and education; and
WHEREAS, the Board of Glacier County Commissioners deem
it appropriate to budget in the Glacier County Bioterrorism
Fund account during the Fiscal Year 2007 for the receipt
and distribution of these monies for the Bioterrorism
Grant Program, effective for the Fiscal Year of 2007;
WHEREAS, the allocation of grant funds to Glacier County
is $59,007.00 for health related services for emergency
preparedness and response activities;
NOW, THEREFORE, IT IS RESOLVED that these new grant
funds received through the Glacier County Bioterrorism
Grant Fund shall be used for the purpose of administrating
the bioterrorism program of Glacier County, shall be appropriated
in Account No. 2960-420704. These funds shall be under
the direction of the Glacier County Bioterrorism Grant
Director, under the control of the Glacier County Board
of Commissioners.
EFFECTIVE the 1st day of October, 2006.

The Commissioners met with Gordon Rice regarding a tax
bill on his personal property. Commissioner Ray showed
Gordon what he is being assessed for on all the personal
property. He now understands those charges as he thought
he was still being charged on his tractor. He is paying
$62.50 each month on his delinquent ones.
The Commissioners considered the County burial request
for Allen Halverson. After reviewing the application as
presented by Janet Grinder of the Office of Public Assistance
it was agreed to approve it. Commissioner Ray moved to
approve the application. Commissioner Salois seconded
the motion that passed by Board vote.
The Commissioners agreed to closing offices the day after
Thanksgiving with the option of working behind closed
doors or using vacation. Someone will be on call for each
elected office.
The Commissioners met with Treasurer Kate Salois regarding
the motor vehicle satellite office in Browning. Kate presented
fiscal information regarding the operation of the office
since opening October 2005. LeAnne Kavanagh of the press
joined the discussion.
The office covers about 9% of the business up there for
motor vehicles’ total business. For new vehicles
being registered owners have to come to the Courthouse.
Only renewals are processed up there. Organizational plates
are down here except for a few local ones. The convenience
fee is a total of $22,582.00 since opening through June
30th. Willie will expand the office up there for more
room. It is working and is worth it. People do appreciate
the service in Browning. They recycle the plates for the
HOPE Project.
The Commissioners reviewed the Wind Project Agreement
Facility Impact Fee draft to be implemented with Toole
County for the payment on lands in both counties. Figures
will be provided when they are determined. The document
was provided by County Attorney Larry Epstein and prepared
by Toole County Attorney Merle Raph.
The Commissioners met with County Attorney Larry Epstein
and Glacier Care Center CEO Allison Harvie regarding the
new nursing home facility and the problems that have been
left undone and other problems with the construction of
the facility. The change orders were reviewed and the
cost of the facility which went over budget substantially
was discussed. Larry will contact the architect, William
Stuff, by letter to have a meeting with the Commissioners
and Glacier Care Center and ask the architect to have
the contractor present also.
The Commissioners reviewed County payroll and claims
for a total of $242,962.81.
There being no further business for the day, the meeting
adjourned at 2:10 P.M. motion by Commissioner Ray and
a second by Commissioner Salois. The motion passed by
Board vote.
