Regular Meeting
December 11, 2006
The Board of Glacier County Commissioners met at their
regular meeting at 8:00 A.M. on Monday, December 11, 2006.
Commissioners Ray Salois, John Ray, and Michael DesRosier
were present. Chairman Ray Salois called the meeting to
order. Clerk and Recorder Sylvia Berkram recorded the
proceedings.
The Commissioners met with Browning Mayor Willie Morris
regarding budget for a new fire truck that would be the
match of $10,000 for ten years. Willie explained their
program for the trucks owned by the various entities on
the reservation. The Commissioners explained they can
only budget for one year at a time. Willie asked the money
for $10,000.00 and they have a draft for $20,000, so what
they need is an additional $80,000. If the County would
continue to fund one more truck after the other is paid
off it would be for eight more years. Commissioner Ray
said we have budgeted that for this year and plan to continue
the budget in the following years. Willie is asking for
a letter that the County will continue to budget it. Commissioner
DesRosier stated it could be a letter that it is their
(the Boards) intention to continue to budget that for
them. They do not plan to cut but they do not know if
they can do it every year. The Commissioners asked how
far out they can go to commit budget years-it is year
to year. They would want the funds to pay it off with
a note. They need to know that the money is coming in
and it is not to make the payment. The Board suggested
the departments put in information on their needs and
operations when they request their budgets for a new year.
Commissioner DesRosier stated he would like to know what
other entities contribute to each department. He stated
it would be nice to know what they needed to contribute.
Willie stated the Town of Browning has cut theirs to $45,000
this year from $53,000. The Board stated they will discuss
the requested letter with County Attorney Larry Epstein.
They also discussed the East Glacier Water system with
Willie regarding when the Tribe taking it over. They asked
does the Townsite of Browning have authority to turn off
the water. Willie stated he does.
The afternoon appointment of Mel Morris of Pitney Bowes
was cancelled Mr. Morris.
The Commissioners approved the November 16, 20, 30, and
December 5, 2006 minutes as presented by Clerk and Recorder
Sylvia Berkram. Commissioner DesRosier moved to approve
them. Commissioner Ray seconded the motion that passed
by Board vote.
Commissioner DesRosier left at 12:00 Noon to attend the
MACo workshop in Helena.
There being no further business for the day, the meeting
adjourned at 1:00 P.M. with a motion by Commissioner Ray
and a second by Commissioner Salois. The motion passed
by Board vote.
